Delaware Energy Choice
Delaware's supply portion of the electric industry was open to competition by House Bill 10 signed into law in 1999. The Electric Choice Education Group ("Group") was established by the restructuring legislation to assist consumers in making informed decisions concerning electric supply choice.

Although all markets have been open since October 2000, participation in electric supply choice has not proceeded as expected. Factors that may have contributed to this lack of activity could include regional market prices, the publicity surrounding the apparent failure of the California restructuring effort and economic issues. The events of September 11 may also contribute to future uncertainty in the market. The slow transition to a competitive market is not unique to Delaware. Initial efforts to open markets in other states have either been put on hold or have diminished after an early spurt of choice activity.

Maryland Energy Choice
WHAT IS "ELECTRIC RESTRUCTURING?"
With electric restructuring, the three services described above do not change. However, what does change is the bundling of those services into one package to be provided by one company. Specifically, Maryland (and many other states) are deregulating the generation component of the electric industry - that is, they are taking the generation component out of the bundled service package.

WHAT IS "CUSTOMER CHOICE?"
As noted above, customers currently purchase the generation and supply of electricity on a bundled basis. With the deregulation of the generation component, customers will have the ability to choose the company that generates their electricity.

New Jersey Energy Choice Program
On July 20, 2000, the Board approved a Pilot Internet Enrollment Program (Pilot Program) to commence on September 1, 2000. This Pilot Program would enable customers to enroll with licensed electric or gas suppliers through a supplier's Internet site, but provided for a 10% limit on customer enrollments through the Internet. At the same time, the Board indicated that it was reviewing the federal "Electronic Signatures in Global and National Commerce Act" (PL106-229), which becomes effective on October 1, 2000, and would modify the Pilot Program as needed to comply with the new federal requirements.

PA Energy Choice
In 1996, the electricity market in Pennsylvania was deregulated and the Federal Communications Commission (FCC) issued an Order that established competition in the local telephone market. Competition for all gas customers in Pennsylvania began November 1, 1999, after Governor Ridge signed House Bill 1331 into law (Act 21). Act 21 allows all gas customers the option of purchasing natural gas services from a natural gas supplier, just as customers currently purchase electricity from an electric supplier under the Electric Choice Program.

PA Natural Gas Choice
On June 22, 1999, the Natural Gas Choice and Competition Act was signed into law. Now, all Pennsylvanians, even residential and small commercial customers, can choose who supplies their natural gas. Your choice can be based on price, services and incentives.

In the past, you could not choose your natural gas supplier (NGS). Your gas was supplied and delivered by the natural gas distribution company (NGDC) serving your area. Regardless of whether or not you choose a new supplier, your NGDC will continue to provide your distribution service, make repairs to its delivery system and respond to emergencies.
